Sen. Dean Martin -
A New Generation of Leadership
Senator Dean Martin is a
small-business owner and entrepreneur
who represents North Phoenix. He is the Chairman of
the Senate Finance Committee, responsible for legislation related to
taxes, retirement, insurance and financial issues. He is also
Vice-Chairman of the Judiciary Committee,
and a senior member of the Appropriations Committee.
Sen. Martin and his
wife of ten years, Kerry, are both graduates of Arizona State University,
where they met. Sen. Martin earned the first degree in Small Business Management
/
Entrepreneurship from ASU.
Sen. Dean Martin has
been recognized as a national “Hero of the Taxpayer”
by Americans for Tax Reform for his efforts to protect taxpayers.
This year Sen. Martin sponsored and passed a tax relief legislation that
repealed the Death Tax and eliminated the marriage tax penalty,
ended decades of automatic inflationary income tax increases, and lowered the
commercial property tax assessment ratio without any shifts to other
classes. 
This year, Sen. Martin sponsored individual income tax relief and the elimination of Arizona’s last state property tax and authored reforms to prevent government from collecting more property taxes just because the value of your property increased! Full implementation of these bills represents more than $2 billion in tax relief to Arizona families and employers! Dean has also authored laws to protect funding for schools, protect Arizona retirement system investments and improve long-term retirement system stability.
The
Business Journal named Sen. Martin as one of the top community leaders
under age 40, recognizing his accomplishments in elected office while running
his business and playing an active role in the
community. Sen. Martin is a
member of Phoenix Rotary 100.
Sen. Martin has earned the “Freedom of Information Award” in 2002, 2004, & 2005 for his leadership on opening government and public records to taxpayers. Senator Martin also authored Arizona’s landmark anti-spam law, giving citizens tools to fight back against spam.
Sen. Martin has a strong record of fighting
for victims’ rights, having authored legislation that
prohibits sex offenders from living near schools, as well as legislation to
close the
predator notification loopholes and apply sex offender notification
laws to college and university campuses.
Sen. Martin sponsored 2002’s Prop 103 that requires judges to deny bail for sex offenders when “proof is evident or presumption is great.” It also established the nation’s 1st predator-free zone around schools, preventing sex offenders on parole from living nearby. Since 2002, Sen. Martin has extended Megan’s Law notifications to sex offenders who live or work on college campuses (the nation’s 1st workplace notification), and this year sponsored a bill to crack down on absconders, allowing judges to require lifetime probation.
Sen.
Martin has also been nationally recognized for his understanding and promotion
of technology in government, including leading the effort to make Arizona’s
Capitol the first in the nation to offer free public wireless internet access at
no cost to taxpayers. In 2003, Sen. Martin led a
bipartisan coalition to pass Arizona’s first anti-SPAM bill to give computer
users rights to fight back against SPAM.
